Yes you can, and computer monitors are generally better than TV's because the small screen size allows you to see everything that is going on. All you need to hook it up is the appropriate cable

Yes, monitors are just as good as TV's (sometimes better as they are specifically designed for gaming/etc) For LAN parties I use a 26" monitor hooked up to my Xbox and it's just as good as my TV. Quality of the picture depends on your output. If you are doing HDMI output from your PS3/XBox then you'll need to be sure you have an HDMI compatible monitor. If not then a gender changer will also work (HDMI to DVI) but you'd loose some quality with it...
